Another way to look at it is through the eyes of the property owners who are responsible for the costs of maintainance, upkeep and property taxes for their building (and the taxes, by the way, are probably soon to go up with the city's eventual establishment of the business improvement district downtown). They want to rent the space to someone who can reliably pay the rent for what the space is worth, with an absolute minimum turnover in tenants. But if this ordinance is adopted, the city will essentially take on the role of telling property owners downtown (and only in downtown, mind you) that retailers X, Y, Z are ineligible to rent their space. City Council and Planning Commission (and STAFF) should think about some “carrots” for the property owners to keep a unique and vibrant and local retail mix downtown, instead of just the “stick.”

I don't think the foot traffic is harmed by the outdoor cafes, they are great for activity and energy on the street in the warmer months.
And true—everybody has had their head in the sand for years about Lincoln and 40…something should have been done yesterday.

Deed restrictions are one tool for permanent housing affordability but why doesn't anyone talk about apartments as another piece of the puzzle? For the newly-arrived to Steamboat, or the young “transitional life phase” resident of Steamboat fill many of the service jobs in town, and many of whom need affordable housing and but can't buy or don't want to buy…doesn't rental apartments make sense? Apartments should be part of the supply but nobody's talking about it.

Agreed—I don't see how limiting growth in steamboat and pushing all the Steamboat workforce to housing in Hayden/Craig/etc. is going to help anyone—just more traffic, pollution and decreased quality of life for average workers.

On the linkage discussion: if the policy & the ordinance adopted by city council is crafted to exempt some people and not others, then doesn't the nature of it change from a FEE to a TAX? If so—and I'm not sure, I'd like to hear some expertise out there on this—then the whole thing would require a public vote under CO state law as a tax issue, wouldn't it?

This is good news for the community—but it is up to the planning commission and City Council to not “study” this ad infinitum. There are scores of families and couples moving to Hayden and Craig because there's not enough housing supply…the west area is the answer to solving that challenge, as long as Council stays focused.

you're right, it's all in the county, but the eventual expectation is that it would be annexed into the city of Steamboat.

I dunno about that…city council has been pushing back against big boxes going on a few months now, and they have to approve the final proposal. Look at how hot the housing market is all around with limited new traditional homes being built…the housing has to come first, and the retail will follow.
