The issues

• Amendment B: Gallagher Amendment Repeal and Property Tax Assessment Rates Measure
Repeals the Gallagher Amendment of 1982, which limited the residential and non-residential property tax assessment rates so that residential property taxes amounted to 45% of the total share of state property taxes and non-residential property taxes amounted to 55% of the total share of state property taxes

• Amendment C: Charitable Bingo and Raffles Amendment
Requires charitable organizations to have existed for three years before obtaining a charitable gaming license instead of five years; allows charitable organizations to hire managers and operators of gaming activities so long as they are not paid more than the minimum wage

• Amendment 76: Citizen Requirement for Voting Initiative
Amends the Colorado Constitution to state that “only a citizen” of the U.S. can vote in federal, state, and local elections, instead of the existing language that says “every citizen” of the U.S. can vote

Allows voters in Central City, Black Hawk and Cripple Creek to vote to expand allowed gaming types and bet limits

• Ballot Issue 5A: South Routt School District
(Only for voters within the South Routt School District)
Allows the South Routt School District to extend a property tax mill levy, previously approved by voters and that is set to expire, to provide funds for the district.

• Ballot Issue 2A: Funding parks and recreation
(Only for voters within the town of Hayden)
Approves a 1-cent sales tax increase to fund renovations and operations at the new Hayden community center.

• Ballot Issue 7A: Colorado River Water Conservation District
(Only for voters within the Colorado River Water Conservation District)
Permits taxes in the Colorado River Water Conservation District to be increased by up to $4,969,041 in 2021 from a property tax levy of 0.248 mills to protect and safeguard Western Colorado water.

• Proposition EE: Colorado Tobacco and E-Cigarette Tax Increase for Health and Education Programs Measure Tobacco and Taxes
Increases taxes on tobacco, creates a new tax on nicotine products such as e-cigarettes; dedicates funds to education and health program.

• Proposition 113: National Popular Vote Interstate Compact Referendum
Joins Colorado into the National Popular Vote Interstate Compact, awarding Colorado’s electoral votes to the winner of the national popular vote

Requires voter approval of new enterprises that are exempt from TABOR if their revenue is greater than $50 million within its first five years

How and where to vote

Register to vote or check your registration at govotecolorado.com or in person at the Routt County Clerk & Recorder’s Office.

Ballots will be mailed Oct. 9, 2020. If you do not receive your ballot by Oct. 23, contact the Routt County Clerk & Recorder’s office at 970-870-5558.

Ballots may be cast by mail, at drop-off locations or in person at a Voter Service & Polling Center location (see below for locations).

You can track your ballot at coloradoballottrax.com.

All eligible, registered voters will receive a ballot in the mail. Ballots must be received by 7 p.m. Election Day. Postmarks do not count.

• 24-hour drop-off box, located in the alley behind the Routt County Courthouse
• Clark Store, 54175 Routt County Road 129 in Clark*
• Oak Creek Town Hall, 129 Nancy Crawford Blvd. in Oak Creek*
• Hayden Town Hall, 178 W. Jefferson Ave. in Hayden*
• Yampa Town Hall, 101 Main St. in Yampa*
*Ballots dropped at these locations must be done so during regular business hours. Hayden and Oak Creek Town Hall closes at noon on Fridays. All drop-off sites will be picked up at 5 p.m. on Election Day.
