Learn how to best comment to PUC on ‘Just Transition Plan’

Community members have multiple avenues to comment to the Colorado Public Utilities Commission about the energy resource plan that will transition the coal-fired power plant in Hayden to clean energy sources.

Residents and community leaders interested in participating in the upcoming Colorado Public Utilities Commission hearing for the Xcel Energy “Just Transition Plan” are encouraged to attend an explanatory educational meeting next week.

The state office of Utility Consumer Advocate will host the educational presentation about the Public Utilities Commission and public testimony from 11:30 a.m.-1 p.m. Tuesday, April 29 in the Routt County Commissioners Hearing Room, 522 Lincoln Ave. in Steamboat Springs. Anyone interested in participating in the upcoming public hearing is encouraged to attend.

“The Utility Consumer Advocate is coming to Routt County to help community members better understand how the commission works and how to make their voices heard,” said a Routt County news release. “The UCA will provide a community presentation and Q&A session explaining the role of the Public Utilities Commission, how decisions are made and how to provide compelling and impactful public testimony. This is an opportunity for residents to learn how to navigate the regulatory process and ensure their concerns and perspectives are heard by decision-makers.”



The in-person Public Utilities Commission hearing is set for 4-6 p.m. Thursday, May 1 at the Hayden Community Center, 495 W. Jefferson Ave. in Hayden.

In addition, interested individuals can provide testimony remotely earlier in the week during virtual public comment set for 11 a.m.-1 p.m. Monday, April 28. Registration is required in advance for that Zoom-based meeting with a link on the webpage PUC.colorado.gov/puccalendar.



Xcel’s Just Transition Plan addresses the retirement of coal-fired generation assets across the state including the Hayden Station set to close in 2028. The Xcel plan is intended to ensure reliable service, cut emissions and support a just economic transition in affected communities. The PUC is seeking direct input from residents, workers and stakeholders as it evaluates the proposal. A final commission decision on the plan is expected in August.
