Steamboat Springs police said a lost wallet led to a drug arrest involving a fugitive wanted on charges linked to an assault with a deadly weapon in Arizona.

Stephen Parker, 39, was taken into custody at gunpoint Thursday afternoon by four officers as he stood outside the driver’s side door of his blue Dodge Ram on Yampa Street just before 4 p.m.

Parker was charged with distribution, manufacturing, dispensing, sale or possession of fentanyl; possession of cocaine; possession of oxycodone; possession of drug paraphernalia and possession of an illegal weapon.

According to Steamboat police, Parker’s lost wallet was allegedly turned in to the department’s community service officer who found multiple forms of identification inside of it.

Sgt. Evan Noble said that finding triggered suspicion and a subsequent check of the identification forms by officers, who found an outstanding warrant for Parker for his failure to appear at a court date in Navajo County in Arizona, where he is facing charges that include assault with a deadly weapon.

A request for arrest documents from Navajo County Superior Court was not fulfilled before Monday’s newspaper deadline.

The search of Parker’s identification also revealed a description and a license plate number for a vehicle, the blue Dodge Ram, belonging to Parker. The warrant in Arizona tied to Parker’s identification also showed an alert for officer safety, which Noble said prompted the show of force from responding officers Thursday.

According to an arrest affidavit, the warning seen by officers prior to approaching Parker showed he “had alerts for violent tendencies, being armed and dangerous and was an escape risk.”

“Due to the information that the Arizona warrant had in it on the officer safety concerns, we judged our appropriate actions,” said Noble.

Parker was placed into handcuffs and seated in a police car just after 4 p.m. as the responding officers searched his truck.

According to the affidavit, the search uncovered roughly 51 grams of suspected fentanyl in pill form, a plastic container containing a white substance suspected to be cocaine and two bottle caps containing seven grams of a blue powder that Parker later allegedly told Routt County jail deputies was oxycodone.

Police also found “several knives” and “a blackjack” near the driver’s seat of Parker’s truck, according to the affidavit.

Under Colorado state law, it is illegal to possess a “blackjack,” which is considered to be “any billy, sand club, sandbag, or other hand-operated striking weapon consisting, at the striking end, of an encased piece of lead or other heavy substance and, at the handle end, a strap or springy shaft which increases the force of impact.”

Noble said results of the tests of the substances discovered in Parker’s truck would be sent to the Colorado Bureau of Investigation to confirm initial findings.

Parker was also found to be in possession of drug paraphernalia after the officers “located 14 pieces of tinfoil with burn residue” and “several pipes” inside the truck’s driver side door, according to the arrest affidavit.

The affidavit also noted that a passenger in Parker’s truck was searched during the arrest and released on foot.

Parker remains incarcerated in Routt County jail on a $50,000 bond, according to the 14th Judicial Court clerk’s office. He is scheduled to appear in court Wednesday for a status conference.
